The United Arab Emiratesv (UAE) has launched a new Golden Visa category offering a ten-year renewable residency to individuals who support Islamic humanitarian efforts or certified Waqf (endowment) projects. The initiative allows both residents and international philanthropists to qualify by donating at least AED 2 million (about £450,000) to approved humanitarian or endowment causes under Cabinet Resolution No. 65 of 2022.
Announced through a partnership between the General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA-Dubai) and the Endowments and Minors Affairs Foundation (Awqaf Dubai), the policy was unveiled at GITEX Global 2025. Authorities say the move aims to attract global benefactors and promote sustainable giving in line with the UAE’s vision for social development.
Applicants must hold a university degree, contribute the required amount, and receive a nomination from Awqaf Dubai or an authorised humanitarian body. Applications can be submitted via the GDRFA Smart Services portal or any Amer Centre in Dubai, with verification carried out by a joint GDRFA-Awqaf committee before approval.
Successful applicants will enjoy multiple benefits, including the freedom to live, work, and study in the UAE without a sponsor, as well as the right to sponsor immediate family members. Officials believe the policy will strengthen Dubai’s position as a global hub for generosity, encourage charitable investment, and integrate philanthropy into national development.
